[BC] LMAs - How Far Can They Go?

OK now question of the Year  ...
you have been fined  and paid the fine  are you a member of the SBE?
 Because one question  on their application asks If you Ever broke a Rule
 or did something with the Communications act of 1934   something along 
those  Lines.
 why do they  care  is what I want to know...
Reson for asking is  I did something stupid as a teenager experimenting 
with Electronics
 and resulted in a $250 fine. so 30+ years later after being 1000% legal 
  why would the SBE ask that question
 Not sure how to answer it On my application.  or Just say NO...
