You receiving the fine makes no sense what-so-ever.

Premature transfer of control.  By not taking the station off-air when
the licensee insisted, the FCC ruled that I had assumed total control
of the station.  I thought I was doing the right thing by preserving
the community's sole local service, but that didn't matter to the FCC.
I was fined $10,000, later reduced to $4000 and paid.
