What's worse is when you have to participate in such a charade so things 
"appear" fair.

In some cases, upper management already might have already picked their guy 
(or even more fun, picked one of their relatives) and just wants to make it 
look (to either the EEO or the other employees internally) like the job is 
actually open for solicitation.

Not that I speak from experience...
