[BC] ASCAP and BMI and Rights

XM uses their "per program logging", but ASCAP/BMI keep asking for more and 
more detail on their reports.  They were thinking of sending them a hard 
copy of the report one month instead of the computer readable media because 
of this constantly changing reporting requiremnets, but they didn't want to 
spend the money on paper and the 16 wheeler it would take to deliver the 
report!

With this change we had a huge credit balance (retroactive because of their delays). IIRC we didn't have to pay BMI for something like 3 years!
