Gentlemen,

I've often felt the same way and thought how nice it would be if we 
could just have a little frequency off in the corner somewhere.  The 
reality of that, I'm afraid, would be akin to Citizens Band.  Before 
too long two or more stations would pop up in the same neighborhood 
and in order to co-exist one of them might move to an adjacent 
channel or boost their power just a tad, or even a tad more.

How would you control the situation to keep if from growing out of 
hand?  And if it did get out of hand, how would you reign it back 
in?  I suppose it couldn't be much worse than the present pirate 
situation; or would it?
