Of course the Citizen's Radio Service is a point to point (fixed or
mobile) service and not a point to multipoint broadcast service.
"Programming" for the general public is prohibited
(http://www.hallikainen.com/FccRules/2006/95/413/). It does appear there's
demand for a citizen's broadcast service. It may end up being a waste, but
may be worth a try. The FCC had the opportunity to allocate spectrum right
below the FM band (in TV channel 6) that many FM radios already receive
during the DTV channel shuffle, but chose not to.
