[BC] Ramsey fined for selling unauthorized FM transmitters

We already have that service.  It is located right around 27 Mhz, and can
use AM or SSB.
and is pretty much worthless.

I (and others) have proposed a "citizen's broadcast band" where license
free operation with approved transmitters would be permitted. These are
similar to public parks where people have free use of the property on a
non-exclusive basis. Those that wish exclusive use of spectrum would lease
