Most Talk station have per play licenses, not blanket ones. If a Talk 
Show Host plays more than about 59 seconds of a song it has to be 
logged and reported. That was one of my biggest concerns at the WOR 
Radio Network and ABC. The network isn't licensed. The stations are. 
When Limbaugh plays a song, the stations are liable for the licensing 
fee. Unfortunately, stations rarely get advance notice and find 
themselves liable.

Joey Reynolds had a song written for him. For the composer to be paid 
one of the licensing organizations had to hear it. The composer 
didn't get any of the licensing money. He asked me if I would report 
the times it was played, so he'd get some money. I did. At least he 
got something beyond the initial fee for writing it. It's far from a 
perfect system.
