The only company I am aware of that took on BMI, ASCAP and Sesac and won  was 
Muzak.  They went to the extent to have music written for them and  published 
in Europe for many years.  This may have changed since they offer  other more 
popular music on some channels.
 
Broadcasters running all news have challenged it and got a reduction.   
McLendon took them on with KADS in LA but I don't remember the  outcome.   I think 
the TV networks pay as they go on the shows that  have music.  Some of you big 
network TV boys can explain.
