Historical precedent in all facets of the business (and many other 
businesses) is that ongoing R&D is a joint effort between vendor and 
customer.  Some stations are more active than others in this arena.  Some 
are simply users with no intention to assist in bettering the 
product.  Which is fine since they bought the equipment at face value.

HOWEVER, if the company came to me and said they would appropriately 
discount the equipment in exchange for R&D time, we'd look at collaboration 
in R&D seriously.  But my guess is that's already being done with the 
largest investors of the company and select stations in their own portfolio.

As to your last comment about this being impossible.  I've either helped or 
put three on the air. It's quite possible.  There are challenges no doubt 
on each band.  But I see this as no different than any of the other then 
new emission modes broadcasting has put on the air any time the past 80+ years.
