Proper code validation is an internal process wherein the code
is proven in a live environment before release. This is much
akin to the "Test" environment maintained on most mainframe systems.
Before Orban releases an upgrade, I suspect Bob or someone working
for him KNOWS it works correctly.

I suspect that has more to do with human factors and less to do with
hardware and methods.
