[BC] School Announcements on The Radio

Stations around here use both radio and TV for school closings.  In fact, we've even
had sponsorships for our school-closings ticker, and have a program that immediately
enters the information into ENPS for the Dekocast, and onto the station website...

Not that we've had to use it that much this season, with the great weather...
