The trouble with this is, in a widespread weather event, there likely
will be down power and phone lines. Cell phones may not work for a while.


School calls radio station, gets a hold of a human, message gets out -
and listeners even those with cheap analog pocket radios now know what's
up. Hard to beat for simplicity. 

Of course, if the radio station goes off..? :-)
