A. Prose Walker was Chief Engineer of the NAB when Good
Engineering Practice was a primary purpose of the NAB.

He also was the editor of the NAB Engineering Handbook
in those days. I doubt if half the members could have
told you who the President of the NAB was, but *everyone*
knew who Prose Walker was.
