I remember when FM stereo first hit the air (I was working on a pioneer 
station). The was no audio processing and a lot of stations had the peak limiter 
at one DB limiting on exceptional peaks. Bad operators had levels all over the 
place. This was quickly replaced by AM processing which was a STA- Level in 
those days.
