If both locations have high speed Internet access look into Apple's
Quicktime broadcaster (its a free download)
http://www.apple.com/quicktime/broadcaster/  its got built in AAC encoding
capability- the only down side is that the encoder product will only run on
a mac, but you might luck out and this DJ might have a mac or powerbook
already.  You can receive the stream on any computer, windows or mac,
running the quicktime player.

some other products that would work in varying capacities

to be fair Orban has a packaged bundle of AAC encoder software, etc that is
plug and play for shoutcast, but that would require money, which it sounds
like is tight in your situation.
