[BC] Equipment Question

Hey everyone...
 
.....I'm helping out, advice wise, with a small non commercial Class D Non  
Commerical station in SW Connecticut and the General Manager is looking to do  
something and I told him I'd get him an answer.
 
As I stated, the station is in SW Connecticut. The GM wants to carry a LIVE  
program from Northern New Jersey. He has a friend who is a DJ that wants to be 
 on the station.
 
Obviously, POTS is out due to the poor quality for continuous music  
programming
A Windows Media Encoder or Shotucast stream MIGHT work, but the lag is a  
b*itch.
 
Any other ideas? These guys are on a tight budget. Any idas, tips or  
suggestions are appreciated.
