[BC] Need studio information

I just received this request and I thought the list could help.  This is 
currently a college class D, WVAC 107.9, Adrian, MI.  They want to increase 
coverage to cover the county.  I assume that means a class A.  I believe 
there is a frequency available with a directional antenna.  We have an 80 
foot tower but there is an 180 foot tower within a half mile with space 
available for a nominal fee.

The new studio will be operated as a satelite in another building from the 
main studio.  There is fiber running between the two buildings which 
currently carries data processing.  I have already specked out Wheatstone as 
my console of choice and I have an engineer in mind, everything else is up 
in the air.

Here's the message:

The administration and a couple of board members are going to meet Tuesday 
to make some preliminary decisions regarding changes in the radio situation.

They need two things by Tuesday (I know it's not much time)

1)  A Remote "Booth" in the new student center.
    --what equipment do we need?
    --how much would it cost (equip, furniture, etc)?
    --how much space do we need?
    --other logistics (power outlets, internet access, etc).

2)  An upgrade in our broadcast power (i.e. a new frequency and power 
increase)
    --what is the first step?
    --who do they contact?
    --any other preliminary information
