 They define "mobile" as capable of being operated while being moved.

 So a car radio is "mobile" not portable, and your red wagon scenario
 is, indeed, "portable".

 A laptop with a dead ( or no ) battery that works fine while plugged in
 is therefore "portable" while that same laptop with a charged battery
 is "mobile".

 Not exactly the definition conventional wisdom holds....
