For sure. If they were *Engineers* in that van, they might... but then,
maybe 
there was a GM or a PD in there, too, who said "You better not".

In any case, that's not just a lack of manners... it's deplorable.

If I saw a radio station van (regardless of who it was) I'd do
*something* to 
help, time-permitting. Time NOT permitting, I could at least affer to
make a 
phone call. (If they didn't already have a phone or 2-way radio, but
that's 
unlikely.)<<

I remember a similar incident early in my career in a small market
station in New England.  I had arrived at a hall to cover some sort of
meeting.  I was there early and was all set up with a few E-V 635 mikes,
a mixer and a cassette recorder, when a competitor walked in with a
cassette recorder and a cheap crystal mike.  I knew they didn't have
nearly the resources we had, but this was a newsworthy event, so I did
what I considered to be a common courtesy: I gave them a feed.  My mixer
had multiple line outputs, there was no extra effort on my part and it
affected my recording not in the least.

The next day, after the competitor's GM called my GM to thank her, I was
lambasted by my GM for helping them.  It never occurred to her that in
some other situation, the shoe might possibly be on the other foot and
we might require someone else's help.  She must have thought that the
listeners, having nothing better to do with their lives, spent their
time shuttling back and forth between her station and theirs, comparing
coverage on individual stories in order to decide which station to
listen to.  I stood my ground and stated quite clearly that I'd do it
again given the same circumstances.  Fortunately I was able to discuss
this with the station's owner, who proved to be more understanding.  I
never found out if any subsequent conversation took place between the
owner and the GM, but she never bothered me about it again.
