1610 kHz was supposed to be part of the Expanded Band, and KALT got an
allotment for it. IIRC, the plan was to move all the Travellers'
Information Service stations on 1610 kHz up to 1710 kHz, and then use
1610 kHz for full-fledged broadcast stations. However I guess when radios
started showing up in the marketplace which could only tune up to 1700 kHz
(such as my Chrysler car radio, circa 1994), then 1710 kHz was effectively
blocked out from any legitimate use, and the TISes had to stay put on
1610.
The band edges have always been spotty when it comes to tune-ability on
consumer radios. Today, some radios tune all the way from 520 to 1720 kHz
on AM, while others only over 530 - 1700. And on FM, some radios go from
87.5 to 108.1, while others cover 87.9 - 107.9 MHz. I remember one time
my car radio had a microprocessor glitch and tuned all the way up to 120
MHz on FM! After turning it off and then on again, the tuning range
returned to normal.
