Yeah, simpler is better. The old mountain men didn't put those fringes on their buckskin clothes for decoration -- rain would naturally wind up at the bottom, and when they moved the fringes would shake the water off, keeping the wearer dry. Or at least drier.
Same with coonskin caps. The tail would drain water down the back, instead of down the back of their neck. It wasn't a fashion statement.
If you're in snow country, a cheap vinyl tarp from the local hardware store is a decent solution, and you can replace it as often as necessary for next to nothing.
