" Well I might understand all this legal red-tape if they wanted to build
something new- but they are only replacing a structure that has already been
there for 57 years! (since 1948) and would still be there if it had not been
hit by a plane flying below legal elevation limits. If the tower was ok
there in 2004 it should be ok there in 2005

Would it be possible to place older BC towers on the National Historic
Register? I remember an old Victorian-style home around here that burned.
If it were reasonably new, it would have been considered a total loss.
However, this place was on the Historic Register and had to be rebuilt to as
close to original specs as possible. Bulldozing it and building a
modern-style building on the site was out of the question. More recently,
it was discovered that an older house here had been built on dirt, rather
than any foundation. The bottom had rotted pretty badly. The only recourse
was to jack up the building, put in a foundation and replace the rotted
ground floor. The second story will be original.
