[BC] KFI Tower replacement ?

Thanks for sharing this update, Michael.
I know many folks have wondered "where" it is in the process, but as
you hint, there are so many of these little petty bureaucrats
involved, it was destined to be a difficult issue in the first place.
The saddest part is ... apparently .... if it were not for the
bureaucrats, there is some good reason to believe that the whole
accident would never have happened. What a shame they have no ... erm
.. .shame.
