You mean I have to actually serve the needs of people 1 mv out? 
You're joking. I thought the needs I had to serve were within 1 mv of 
Wall Street or, if too far from Wall Street, the nearest advertising 
agency. When did these rules change?

Weren't we talking about that in a religious context where the 
station had multiple translators and nearly covered the state? Does 
the rule apply to the 1 mv contour of each translator? I wonder how 
many news departments that would require.

Oops. This is 2006. The answer is none.
