[BC] "Breaking News" interruptions

It doesn't have to be real closed-captioning, just about any way of
getting text on-screen is acceptable. For example, a lot of stations use
some form of "ticker" for newscasts, with info coming from the newsroom
computer system (ENPS, or whatever). When a situation first arises, it's
usually enough to have someone type a crawl into ENPS, so that master
can run a ticker, until a real captioner can be reached.
Our company has a contract with a captioning firm, to have people
available on very short notice, should some form of long-duration
breaking news or weather happen. The goal is to have someone available
for captioning within 15 minutes; until then, the "ticker" fills the gap.
