[BC] "Breaking News" interruptions

Hasn't the Closed Caption rule pretty much stopped the instant TV
reporting? The station would need to provide CC by 'prompter or live
body for ad lib reporting, or the station would risk a fine?

I remember a thread somewhere lately about wx warnings needing CC, open
caption wasn't good enough.
