There is no requirement for running 75us preemphasis, except the receivers
in the market mostly have deemphasis installed. The FCC requirement is not
running preemphasis > 75us. If you want to run flat, 25, 50 or 75, or
anything between, that is your choice. Originally that requirement was
deleted with the idea that broadcasters would reduce the amount of
preemphasis over time, but it never happened.
