[BC] Dark station.... Violations.. who is responsible

You know the bad part about doing that is if something did happen, you 
would probably be sued.

If the towers are registered (which they should be if lighted) then 
whoever they are registered to is the responsible party legally.

As far as the locked gates, if the station is dark then it's no longer 
an FCC violation, even though it is a safety concern.
