The current licensee would be responsible, unless it's Jerry Russell or
Bishop Willis, in which case nobody is responsible. If the license has been
revoked, then the property owner would be responsible.

I drove past a dark station last week. One tower does not have side lights
and the tower fences are not only unlocked, but wide open. And this place
is right next to a decent sized highway.
Who is responsible for this ( I assume the previous owner), and how do I go
about find out how to contact these people?
I am thinking about putting locks on the gates with a sign of how to get
ahold of me.
I would hate to see someone get hurt by doing something stupid.
