It depends, if the licensee has turned in the licensee, the property
owner is responsible to maintain lighting on that tower until it is
taken down. I don't think it would be necessary about fixing the fence,
if there is no RF coming from the tower.

If the licensee has not turned in the licensee, then the licensee is
responsible for lighting the tower and making sure the fence is in good
shape and is locked, even if no RF is coming from it, and the station is
dark.

I drove past a dark station last week.  One tower does not have side
lights
and the tower fences are not only unlocked, but wide open.  And this
place
is right next to a decent sized highway.

Who is responsible for this ( I assume the previous owner), and how do I
go
about find out how to contact these people?

I am thinking about putting locks on the gates with a sign of how to get
ahold of me.

I would hate to see someone get hurt by doing something stupid.
