My tower is at 150' on 1560, using a 3 fold unipole. What does one
consider in an area of bad to no ground conductivity and here another
issue, my site is in an area of high crime. When I bought the place, I
didn't realize there was no ground system. Found that out later on that
it appeared that it was stolen.

Oh crap!.....now that is a real bummer!

I would just go ahead and restore everything back to the max allowed on the 
station license, and stick with copper. I think if you used aluminum, you'll 
eventually be disappointed. The acids in the soil do not mix well with aluminum 
and you'll soon have problems with sound electrical connections to your 
radials.

About the only thing I would do differently would be to find a dozen or so 
landmines and plant them and post signs around the property, "DANGER! buried 
landmines!, property owner will not assume any liability for blown off limbs"

Be sure to make a map of where you plant the landmines and .....oh!, you 
might check with your local land use regulations and local law enforcement too se 
if they allow landmines.

It would be great if they really would allow such a thing. Imagion a few 
reports on national news about copper theives getting legs and arms blown off 
.....hahaha, you'd see the copper crime rate at radio stations drop.
