[BC] Delay Systems and Far Away Broadcasts

Two questions from an uneducated soul:

1. I'm listening to a college football broadcast (radio) of our local 
team.  I'm here in Indiana and the game is in Tennessee.  It sounds like 
they're right next door.  I wondered what they were using (ISDN?)  My 
only clue so far was when the commercial break ended and the board 
operator went back to the broadcasters, there was dead air, then the 
sound of a modem handshake.

How is the game transmitted?

2. A local station uses a broadcast delay system. 

When they turn the delay off (for live play by play), how does the delay 
system 'crunch' the time from its original eight second delay back to 
zero seconds? 

Once the game is over and the delay is restarted, how does the delay 
system 'stretch' the programming to achieve the original eight second delay?
