They also must keep the remote control circuitry alive so you can turn
them on since almost all TVs are remote controlled these days. (No
wonder we are a nation of fat asses now- can't get up to turn a TV
on).
As for the RFI- many TV sets have switching power supplies these days-
sometimes they are even part of the horizontal sweep circuit.
