How many dipoles at each level, and were they mounted around a pole?
With  4-around and a  side-to-side spacing of about .3 wavelength,
this would behave like a Lindenblad - except that a "Lindy" producing
true CP has its dipoles mounted 30 degrees from horizontal.  With the
45 degree tilt you decribed, the V/H ratio would exceed unity (in all
directions, unlike a typical side-mount bay) -- so, yes, it would do a
nice job reaching mobile receivers.

I visited WTOS atop Sugarloaf Mtn. in Maine in the late '80s, and they
had installed an ERI antenna of the same design because the fat
dipoles weren't prone to icing problems.   However, half of the omni
coverage was being wasted on the moose.
