actually, the 277 V part was an offshoot of '480 V wye-connected' 3-phase

someone noticed that the NEC allowed 'adjacent devices with less than 300 V
potential differences' to be in the same box, and the 277 V ballast for
flourescents was born

and, since there is no 'high' or 'wild' phase, all positions in a breaker
panel can be used, not just 2 out of 3
