Most of the rest of the world used 230V for all single phase service
which becomes 400V for 3-phase.  The higher voltage is more efficient,
requires smaller wires and there is only one electrical system rather
than the confusion of difference systems providing an asortment of
voltages- 120,208,240,277,and 480 that we have here in the US.  (for
those unfamiliar with 208 and 277- they are by-products of 3-phase 120
and 480 systems and are common in commercial and industrial
installations, not because they are particulaly useful but that's just
the way 3-phase systems work- Volts x 1.732).
