IIRC, that 1690 ex-band allocation was supposed to be in-trade for  
the deletion of the offending 1110 allocation to the very same COL,  
Roseville.

Yet, ex-band allocations, seemingly EVERYWHERE, have been allowed to  
go on, with the "linked" non-ex-band allocations being allowed to  
continue to exist.
