That's really not fair.  The NRSC work reflected the then-current state of 
things, and was IMHO an excellent compromise that provided for some 
additional high-end response in a radically non-linear system.  The 'NRSC 
mask' recognized there were some wide-band transmitting systems out there, 
but that there was little hope for them when they hit the 'final filter' 
(the receiver).
