In both network radio and TV one of the most difficult issues is
ensuring that the network spots run and to be sure program material
wasn't chopped to add more local spots. The Premiere version of the
Starguide receiver could not only store and forward spots for
individual markets but would "phone home" to retrieve an electronic
affidavit. Many stations refused to dedicate a phone line to allow
the receiver to fess up.
An affidavit of some kind is critical to prove to the advertiser that
they got what they paid for. An affiliate list with big numbers is
useless if you can't prove every listener was exposed to the spots.
Bad spots are deadly. With syndicated programming spots read from a
fact sheet are very hard to do.
