 What Richard said. That's what I guesstimated as well.
 It is not unusual to make a "two-step" impedance transformation with
that large of a difference in points.
 Why you usually find a PI-L in a tube type xmtr.
 Now what we don't know, is the median impedance chosen by
the creator. Geometric mean or just a convenient impedance choice.
 Measurements will most likely be required, if you don't figure out
just what's breaking down. (Arc across inside of feed bowl maybe?)
