[BC] Emergency Broadcasting on Cell Phones

I wonder if this works if someone has their texting disabled by the 
carrier...

Or has their phone off, service canceled, battery dead...

If this is the case, then obviously the cell phone providers do NOT need 
more spectrum... they're doing fine with what they have...
