[BC] need a NON-technical explanation

Very early on, the "Radio Inspector" would visit the transmitter with his 
"Wavemeter", set/re-set the transmitter as necessary, and leave a pencil 
mark on the panel; expecting the dial pointer to be there on his next 
unannounced visit.

Crude 'enforcement'.
