I suspect you may be underestimating how much high-V DTV there is out 
there.

If I'm reading your proposal correctly (no operation within 7 MHz of a 
co-located DTV, 150-km co-channel protection of existing DTVs), that 
means your proposal would yield no open channels in my market, Rochester 
- or in New York City, Boston, Los Angeles or several other large cities.
