[BC] HDTV rollout wrinkle

The power levels for DIGITAL are too low.  Oh high VHF the stations wanting to stay there are getting flea power compared to the analog signal. Honestly, on 7-13  having 500 KW is about right, due to impulse noise, especially here in the Southeast .... from thunderstorms!
