I assumed that she would send it to a staffer. In fact, I'm sure that 
staffers see these emails before Rep Eschoo does.

The good news is that her district includes Silicon Valley, so she 
probably has some reasonably technically-proficient staffers. My goal 
was to have the staffer tell her that he received a letter that 
argues persuasively that her proposed legislation is unnecessary.
