[BC] RFR Rule Question

I was going to reply with, "and this is a BAD thing?".

This is the 21st Century. Get used to technology. How many discussions have
we had here about NIMBYs who don't want cell (or broadcast) towers? If the
states are finally putting the NIMBYs and BANANAs in their place, I say
that's a GOOD thing.
