 Depends on the complaint.

 If it's merely NIMBY, then the Commish has no jurisdiction.
 I need no hearings to put in a garage, or a hot tub, and neither
 does that land owner. I *may* need a local construction permit,
 and maybe that land owner did, too.

 If there is a VALID reason to object, it still depends on the nature
 of that reason !
