Workers who have access to the roof are considered to be members of the 
general public and subject to the uncontrolled exposure standards if they 
aren't knowledgable about the presence of the RF and its alleged potential 
hazards and how to safely deal with them.  Posting warning signs at the roof 
access points (even if they are locked) and additional signs to mark the areas of 
excessive power density on the roof are necessary to deal with this.  I 
can't say that I've ever met a roofer or air conditioning repairman who was 
knowledgable about RF.
