I've run into a similar situation myself, where the RF exceeded ANSI RFR
standard by several hundred percent at a guy anchor, but was well
within the unprotected limit 5 feet away and further.
There's more to measuring and knowing RF density than assuming
that X kilowatts is a lot of RF. It may well be close to none at all !

I still don't, but I do know quite a bit about both ionizing
and non-ionizing radiation.
